PlanNorman (Comprehensive Plan)

The City of Norman is in the process of developing a new comprehensive plan, called PlanNorman.  

What is a comprehsive plan?

Comprehensive planning is a process that determines community goals and aspirations in terms of community development. The outcome of comprehensive planning is the Comprehensive Plan which dictates public policy in terms of transportation, utilities, land use, recreation, and housing. Comprehensive Plans guide the actions of a community. As the name suggests, this is an all-inclusive approach to addressing the issue of a community's future growth, the vision for the future, and long-range goals and objectives. A Comprehensive Plan is a vision of what the community is to be in the future, which is why the process of developing the plan is a community-wide effort. Residents, business owners, land owners, and others share their vision for growth, lend ideas about what places should look like, public facilities, infrastructure, and provide feedback on the plan recommendations.

Why plan?

  • Cities engage in planning to better accomodate the needs associated with future growth, development or redevelopment. Comprehensive Plans and development regulations need to reviewed periodically to:
  • Determine if the comprehensive plan and its implementing regulations meet community needs and adress the challenges and opportunities facing the city
  • Make sure the community is getting the outcomes it wants
  • Update the data and analysis on which the plan is based

Next comunity event

The next community open house/presentation will be Thursday, May 11 in the City Council Chambers at 201 W. Gray. It will be an Open House format. The presentations will be at 4:30 p.m. and 5:30 p.m. The 5:30 p.m. presentation will be aired live on Norman Live TV, Cox Channel 20 or AT&T Uverse Channel 99. Following the presenation on the Project and Process Update, as well as Vision, Values, and Goals, there will be a presentation about Growth Scenarios. There will be an opportunity to provide feedback about the presenation on comment cards. Event Flyer

Who is facilitating the planning process?

The consultant group working on the Plan includes MIG, Freese and Nichols, EPS and IEM.  The consultant group is working with a 50-member Steering Committee, appointed by City Council, to develop recommendations regarding the future vision of the City.
