Jud Foster Director of Parks and Recreation


The Parks and Recreation Department is responsible for the management of the park systems, recreational facilities, and programs as well as the Westwood Complex.  The department is organized into four (4) functional divisions:  Administration, Parks Maintenance, Recreation, and  Westwood Park Golf.

The Administration Division is responsible for the management of the four (4) divisions, 43 full-time and 19 part-time staff members and associate seasonal staff, as well as the overall required budgeting, accounting, purchasing and effective distribution of the department's operating and capital improvement resources.  The Administration Division also provides representation on City Boards and to outside agencies, and the leadership and direction in accomplishing the department's mission through short and long range planning.

The Parks Maintenance Division is responsible for providing development and maintenance of the City's parks, recreation facility grounds, athletic fields, and other City owned properties.  These areas are maintained to aesthetically reflect community identity, enrich the quality of life and provide open and safe space for leisure time activities and in keeping with the Park Master Plan.

The Recreation Division is responsible for the operation of five (5) Recreation Centers, which include the Senior Citizens Center, the Whittier and Irving Recreation Centers (attached to middle schools), the Little Axe Community Center, and the 12th Avenue Recreation Center.  These centers provide recreational opportunities through their programming and also rental space for meetings and other community gatherings including multible special events.  The Recreation Division is also responsible for the Westwood Family Aquatic Center which includes a 50m pool, lazy river, waterslides, spray park, new bath house and more and the Westwood Tennis Center includes twelve (12) adult and four (4) youth outdoor courts and a Tennis Club House and Pro Shop. 

The Westwood Park Golf Division is responsible for the operation of a 137 acre 18-hole championship golf course.  The division is responsible for promoting the game of golf for active men, women, juniors and senior
