Job Description
Duties: 
Reviews plats and construction plans to verify the documents are in accordance with city standards and regulations. Reviews and approves building and utility permits by verifying requirements such as sidewalk and drive approach locations, easements, drainage and lot dimensions. Conducts field inspections relating to building permits and new developments. Assists in the preparation of agenda items and staff reports for the Planning Commission and City Council relating to development platting and processing. Files final plats, easements and other documents at the courthouse. Responds to citizens’ questions and inquiries regarding platting, development and building permits both over the telephone and in person. Issues right of way permits and maintains database for appropriate tracking of the permits from approval through permit closure. Organizes information and data for the development review team (DRT) including coordinating information with the DRT applicants. Performs other related work as required.
Working Conditions: 
Work is performed in a normal office environment with some exposure to outdoor temperatures, dirt and dust, and/or disagreeable sights and odors.
Job Requirements
Education and Experience: 
High school diploma or equivalent and a two year college or technical school degree in a related field. One year of progressively responsible related experience is required in order to obtain experience in solving complex work issues and problems.
Knowledge: 
Oral and written communication ability equivalent to that normally acquired through a high school education. Technical ability associated with one year of technical/vocational school. Municipal public improvements, subdivision, zoning regulations and development procedures. Applicable state, federal and local laws, rules, codes and regulations.
Skills: 
Reading and interpreting construction plans and specifications. Methods and techniques of research, statistical analysis and report presentation. Organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction. Preparing clear and concise reports, correspondence and other written materials. Analytical abilities are required to interpret data, recognize discrepancies contained in data, and correct or determine the cause of discrepancies. Interpersonal skills necessary to effectively interact with internal staff, citizens, and other departmental staff in order to give and extricate information in a courteous and friendly manner.
License and/or Certification: 
Must possess a valid state driver's license and satisfactory motor vehicle record.
Mental & Physical: 
Ability to maintain regular, predictable and punctual attendance. Mental/visual effort required due to sustained periods of concentration necessary for the design and layout of a project and the constant breaks in concentration associated with answering phones or speaking in person to citizen or staff requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time.
