Job Description
Duties: 
Manages street maintenance and construction operations by coordinating personnel, equipment and materials in the most effective manner to accomplish improvement of roadway pavement surfaces, bridges, culverts, storm sewers and sidewalks. Personnel management including training, counseling, performance appraisal, hiring and promotion, labor relations and motivation. Operations management including planning, analysis, measurement, cost accounting, budgeting, legal impact, and conformance to standards and specifications. Communication exchange to provide internal expertise to other City departments and divisions, and citizen response to maintain customer relations. Reviews daily operational records and prepares weekly and monthly reports. Conducts Snow/Ice Control Operations during winter storms and conducts Flood Damage Control Operations during stormwater flooding conditions. Assists other divisions/departments as needed. Investigates injuries and on-the-job accidents. Performs related duties as required.
Working Conditions: 
Frequent exposure up to 50% of work time to dirt, dust, extreme temperatures, noise, and noxious fumes and odors. Exposed to hazards associated with equipment, machinery, upgraded terrain at construction sites and moving vehicles on roadways. On call 24 hours a day, 7 days a week for emergencies.
Job Requirements
Education and Experience: 
Two years of vocational or technical school training in construction maintenance or related field preferred. Four years experience in street maintenance and construction, including two years supervisory experience or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
Knowledge: 
Management of personnel, equipment and materials in street maintenance and construction operations. Occupational hazards and safety rules and regulations. Supervisory methods. Topographic survey and map reading.
Skills: 
Planning work, establishing work schedules, and supervising subordinates. Reading and understanding plans, specifications and surveys. Communicating both orally and in writing. Interpersonal skills necessary to effectively lead and relate to subordinates.
License and/or Certification: 
Valid Oklahoma Commercial Driver’s license (CDL) Class B, or the ability to obtain within one (1) year. Satisfactory driving record.
Mental & Physical: 
Analytical ability to plan work schedules, evaluate work performances, diagnose equipment malfunctions, and determine necessary repairs. Ability to concentrate and pay close attention to detail for up to 60% of work time when preparing reports or investigating citizen complaints. Ability to lift and carry moderately heavy (25-50 lbs.) supplies, materials, and debris. Work requires continued walking, stooping, standing, and some climbing. Ability to maintain regular, predictable and punctual attendance.
