History of the Project

The 24th Avenue East Phase 2 Waterline Relocation Project was awarded on February 12, 2019, by the City of Norman. The successful bidder was H & H Plumbing and Utilities of Goldsby, Oklahoma in the amount of $2,330,500.00. The project includes the relocation of a sixteen-inch (16”) high-pressure waterline and a thirty-six-inch (36”) waterline. The relocation of these waterlines is necessary to construct the new roadway and storm water system on 24th Avenue East.

On August 28, 2012, the citizens of Norman approved a bond issue to finance the local share of eight transportation/stormwater improvement projects. One of the eight projects is the 24th Avenue East Bond Project. The proposed improvements for the 24th Avenue East Bond Project include:

  • Widen two miles of roadway from two lanes to four lanes;
  • Continuous sidewalks and accessibility;
  • Storm water system improvements; and
  • On-street bike lanes.
