Job Description
Duties: 
Represents the Utilities Department in reviewing development plans and plats submitted to the City of Norman. Meets with engineers and developers to review plans and specification submissions; ensures that submissions use current engineering standards that are compliant with City regulations; recommends amendments to City design standards and construction specifications. Prepares, negotiates, and administers contracts with consulting engineers for design and construction management services and with right-of-way (easements) acquisition firms. Prepares requests for proposals; interviews and selects consultants; negotiates contracts. Reviews technical documents; processes consultant pay claims and negotiates amendments; prepares applications for city, state and federal permits. Major Duties and Responsibilities continued: Manages projects originating from the enterprise funds including water supply, water wells, water treatment and distribution, wastewater collection, pumping, treatment, and water reuse, sludge management and associated solid waste construction projects. Performs budgeting and report preparation functions; provides technical support for user rate studies and during the preparation of the fiscal budget including construction schedules and associated costs. Meets with public and/or customers affected by construction projects explaining the need and duration of the project and answering questions about construction projects. Advertises and evaluates bids for construction contracts; prepares Norman Utilities Authority (NUA) agenda items and memorandums for NUA approval; attends Council meetings as required, conducts periodic construction inspections to ensure adherence to contract, the project budget constraints as well as local and state requirements; provides solutions to construction problems; negotiates and recommends approval of change orders and prepares necessary documents for NUA approval; processes contractor pay claims. Performs engineering work for utility easement acquisition; reviews ownership and title research; reviews legal descriptions and prepares agenda items; monitors records for projects involving federal funds and ensures compliance with federal requirements. Coordinates projects with other governmental agencies including, but not limited to, EPA, Corporation Commission, Department of Environmental Quality, Water Resources Board, Bureau of Reclamation, USACE, FEMA, Department of Transportation, etc. Performs other related work as required.
Working Conditions: 
Work is performed in a normal office environment with some exposure to outdoor temperatures, dirt and dust, and/or disagreeable sights and odors.
Job Requirements
Education and Experience: 
Bachelor of Science degree from an accredited college or university in Civil Engineering or related field. Five years of progressively responsible related experience is required in order to obtain experience in solving complex works issues and problems.
Knowledge: 
Construction methods, practices, and procedures. Design and project management of projects improving water supply, treatment and distribution, wastewater collection, pumping, treatment and reuse, as well as solid waste collection and transfer, yard waste composting and recycling. OPDES, DEQ, OWRB and floodplain permitting. Familiar with water and wastewater modeling to assess impact of new developments on existing and proposed infrastructure. Administrative principles and practices, including goal setting and program budget development and implementation. Personal computers and Microsoft Word, Excel, PowerPoint and Arc GIS software. AutoCAD, water and sewer modeling and project scheduling software a plus.
Skills: 
Analytical abilities necessary to apply technical knowledge to practical use by gathering information and researching reports to assist in evaluation of engineering projects, outlining several alternative solutions, and recommending a course of action. Providing designs for improvements within the costs established and responding to a wide variety of questions regarding engineering projects; work requires significant analytical abilities. Interpersonal skills necessary to maintain a variety of internal and external contacts and work cooperatively with superiors, staff, and citizens. Preparing clear and concise reports, correspondence, agenda items and other written materials. Communicating clearly and effectively both orally and in writing.
License and/or Certification:

Mental & Physical: 
Mental and visual effort required due to sustained periods of concentration, working under pressure of deadlines, and continual interruptions in concentration from staff and the public requiring assistance. Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lb.) 5-10% of work time. Ability to maintain regular, predictable and punctual attendance.
